"dftp" is what you're looking for.  in the /tools or /contrib
subdirectory on the ftp sites.  the author is working on a perl
version, and on integrating his program with dselect; meanwhile I find
that dftp is quite satisfactory.  Be careful using any packages
from debian-1.0, however, since it is possible to get a non-working
mixture of elf and aout packages.
