Help w/ Callback-2.04

Could some kind person help me out with
the Callback-2.04 utility?

I'm using getty_ps 2.0.7e and can dial-in
when my inittab file is written:

S0:23:respawn:/sbin/uugetty ttyS0 38400

Following the instructions in the Callback.txt 
I kill the process for ttyS0 and change inittab to

S0:23:respawn:/conf/callback/cbgetty ttyS0 38400

then I restart the spawned processes with

kill -1 1

but I encounter the problem

INIT: Id "S0": respawning too fast: disabled for 5 minutes
