I would set a bare minimum at 100 megs.  If you don't install any of the
packages from the 'devel' section (like gcc, gdb, g++, etc...), this will
leave you with enough free space for some personal files.  If you had
about 150-200 that would be great.  About 350 megs is enough to install
lots of packages (including things like the C compiler, emacs) and still
have enough room for personal space.  I currently have 270 megs used
in /usr (not including /usr/local ...), / and home directories.  This is 
with lots of packages, and plenty of my own files on the system.
