libc4-4.6.27-14 and libc4-dev-4.6.27-14 are the current replacement packages for the old libc package. Install them, preferrably with dpkg-1.1.5 or later, and you should then be able install libc5-dev-5.2.18-5. > In 0.99 I needed ncurses-developer to be able to compile programs.
