I went to have a look at that stuff... it appears that there is a separate http://volatile.debian.org/debian-volatile/project/Mirrors.masterlist which is processed by an old forked copy of our mirror_list.pl to generate http://www.debian.org/volatile/volatile-mirrors Cc:ing Luk Claes who originally implemented that (judging by CVS commit logs).
