There's more to it than that (have you read proposal B yet, for example?), but I'll answer as a member of the tech committee (to which Anthony has delegated this decision): It's my current understanding that every single proposal is intended as a mechanism to get Sarge released. If one of these proposals passes with a sufficient supermajority, and the proposal in question leaves some question about whether or not Sarge should be released right away, I will argue and vote that the tech committee decide to release Sarge with the offending packages.
