Debian constitution, section 5.2, "Appointment":
For the following three weeks any Developer may nominate
themselves as a candidate Project Leader.
Strange or not, for DPL, developers have to nominate themselves. It is,
I guess, the easiest way to make sure no-one is nominated against their
wish.
