In that case, you might want to make explicit that changes to the social contract which happen after some point in time [perhaps use y2000, or the passing of the amended constitution as a reference] are not to be overridden by the proposed changes. Either that, or just avoid proposing it till after the vote on your introduced proposal completes, and write it with respect to the resultant social contract. [Maybe that's your plan?
