You brought this argument once as a response to a post of mine, and I
was too lazy to answer. But since you bring it again, here some
questions about the "900+":

 - Where does this number come from?
 - Are all of them unique?
 - How many of them are now DDs?
 - How many of them have actually a package in our archive?
 - How many of them are inactive now?

And last but not least: please keep in mind that DM in the sense of this
proposal is very different from "maintainer of a package in the archive".
