Only for DSA. AFAIK, James is the only one having access to the keyring - incoming queue. And indeed, it would be wise for someone who want to act as DAM to ask access to that queue so that he can make sure people have provided all the required information, and so that he can move the tickets to the public queue when possible, and ... (put whatever else you'd do to help if you were in that position).
