exactly, and as said in the voting email, that appended public key can be used also to crypt the vote email with that key, in such way only people who own the correspoding private key will be able to read what you have voted. so, basically, sign the vote with your key, and encrypt with the public appended key, or just sign in case you don't care about who can read your email in during the transit on the internet :) G.
