The CoC was adopted by a GR, and says that a GR is needed to update it. I don't see a requirement for a 3:1 majority.
By my read, there are no explicit CoC textual amendments provided in any of the GRs. But choice C/3 mentions the Code of Conduct explicitly, and the choice name includes "update Code of Conduct". If C/3 passed, would you edit the text of the CoC?
