The CoC was adopted by a GR, and says that a GR is needed to update it.
I don't see a requirement for a 3:1 majority.
Do you have an official position on whether any of these proposals are actually amending the CoC?

By my read, there are no explicit CoC textual amendments provided in any of the GRs. But choice C/3 mentions the Code of Conduct explicitly, and the choice name includes "update Code of Conduct". If C/3 passed, would you edit the text of the CoC?
