I tested Firefox, Chrome and Konqueror. The problem is not a browser but a broken Tahoma Bold font. You can also check it in KDE Font Viewer. Example: https://codepen.io/anon/pen/ejzQZP After replacing the fonts file (tahomabd.ttf) with version from Windows 10 problem disappeared, text as expected is bold.
