I believe this is a bug. No other of the packages contain the headers
either.
Another bug with this 1.2-5 version is that libvkd3d-doc is not
installable besides
libvkd3d-dev due to trying to overwrite the README files in
/usr/share/doc/libvkd3d-dev
that also the libvkd3d-dev package installs. (Conflict).
Reverting the changes to the "rules" file to that of 1.2-4 package,
aswell as removing
README, AUTHORS, ANNOUNCE from the libvkd3d-doc.docs file makes it
installable,
but it is only a bandaid fix.
Not sure why the libvkd3d-doc package would install anything in
/usr/share/doc/libvkd3d-dev
folder in the first place, since the "documents" package seems to
indicate it being separately
installable (no dependencies). Why are not ALL the documents in the
/usr/share/doc/libvkd3d-doc
folder?
