There is no need to reinstall debian itself.  Using apt, you can
replace only the packages involved:

$ sudo apt update
$ sudo apt install libavcodec61=7:7.1.1-1+b1
libavformat61=7:7.1.1-1+b1 libavutil=7:7.1.1-1+b1
gstreamer1.0-plugins-good=1.26.2-1 libasound2-plugins=1.2.12-2+b1
gstreamer1.0-libav=1.26.2-1 gstreamer1.0-plugins-bad=1.26.2-3
gstreamer1.0-plugins-ugly=1.26.3-4 libasound2t64=1.2.14-1

A specific concern I see from the original report is mixing dmo and
debian asound packages, particularly different versions 1.2.12 vs
1.2.14.

Please file a new report if a bug still exists without dmo packages installed.
