There's currently at least one package in the archive (newsclipper, see bug #101322) which has an undeclared dependency on Log::Agent::Rotate. The easiest way to fix that seems to be to package it. :) I'd quite like to use it for one of my own projects, too. It depends on libgetargs-long-perl, which is currently in incoming waiting for ftpmaster approval. I've cc'd this to the liblog-agent-perl maintainer - would you consider packaging this up? If not, I could probably do it. It is separated from Log::Agent itself because it has dependencies on LockFile::Simple and Compress::Zlib that Log::Agent cannot have: everyone with a plain stock Perl distribution must be able to simply install Log::Agent and start using it.
