This program can not be packaged. It was recently removed from the distribution because of the restrictions in the license. The following comes from the XV license: "The software may be modified for your own purposes, but modified versions may not be distributed without prior consent of the author." We therefore cannot distribute modified binaries. This is one of the many things keeping XV out of main, but would also seem to prevent us from being able to distribute it in non-free. non-free packages must still adhere to the FHS, and if we can't make the necessary modifications to a program to make it adhere, then we can't distribute it. I'm sure there are more reasons. Check the debian-policy archives, where you'll find some discussion on XV. I'm sure there's more discussion elsewhere.
