Hi Daniel,
I would like to package ulatencyd for Debian. It would make my work
much easier if you could remove the debian/ directory from your upstream
tarball. Having upstream shipping the debian/ directory means that the 
maintainer of the package has to provide a patch for every modification he
makes to the debian/* files. It leads to a lot of additional work and 
many possible problems for the maintain himself (see [0] for an example).

A possible solution would be to simply repack your tarball removing the
debian/ directory on my part (Debian Policy allows a maintainer to repack
the upstream tarball only if it is really necessary) but, if possible,
I would prefer to avoid it. I think it would make also your work easier
since you won't have to worry about updating the Debian stuff.

I will anyway distribute my work also on git.debian.org so that you can
have a look at what I (or anyone else working on the package) am doing
and maybe propose changes.
