The package description is: PO utilities is meant to become a collection of tools for handling PO files. Currently it contains just the xpot utility, which is a replacement for xgettext that can not only handle C and C++ source code, but also Python.
Since the latest gettext version can handle Python files, I see no reason for this package anymore.
