The Debian packages can be downloaded from: http://molmod.ugent.be/code/static/download/debian/pool/p/ The package python-tracks contains the whole Tracks suite, while the package python-molmod is a dependency of python-tracks. Tracks also has other dependencies, but they are already part of Debian Etch. I don't have much packaging experience, so there might be some mistakes.
