These files are optional, so the jiten and jiten-data packages should be able to go into main, whereas the jiten-audio and jiten-pitch packages go into non-free. I've already packaged it for Debian [1], but I need a sponsor and could use some advice on how best to deal with some of the remaining complaints from lintian :) Dependencies not yet in Debian: jiten [2], (transitively) kanjidraw [3].
