The two headers (zmq.hpp and zmq_addon.hpp) are currently already contained in libzmq3-dev (src:zeromq3). However, the package does not provide the CMake packaging scripts. Also, there is a pending pull request to add a pkg-config file, so it makes sense to split this into a separate package. There was already an discussion to separate the headers in #972785 [2], but nothing happened from there. The packaging is done at https://salsa.debian.org/debian/cppzmq.
