Thanks for the ping. Yes, this has been stalled, but I am still planning to complete the packaging. I've pushed the current WIP to salsa: https://salsa.debian.org/python-team/packages/python-spdx-tools/ There are test failures, most of them related to a beartype update, that has already been fixed upstream, as part of https://github.com/spdx/tools-python/pull/841.
