Description : mathematical modeling language for optimization problems

Zimpl allows the specification of certain optimization problems - linear
programs (LPs) and mixed integer programs (MIPs) - in a high-level
description language. These descriptions can be converted into the
LP or MPS file formats which are understood by LP and MIP solvers.

This package was formerly in Debian, but was removed (#977951) due to being
part of a larger software package with a non-free license. Presumably this
larger package was SCIP (https://www.scipopt.org/) and the non-free license
was the ZIB Academic License. However, although there no longer appear to
be ZIMPL tarballs available for download, it is still maintained in its
own git repository (https://github.com/scipopt/zimpl). Furthermore, SCIP
has since moved to a free license (Apache 2.0).

I am currently in the process of packaging SCIP (#1039923), and ZIMPL is an
optional component that would be nice to have. In particular, the
MonomialIntegerPrograms package in Macaulay2 makes calls to SCIP using the
ZIMPL language.

I plan to maintain this package under the umbrella of the Debian Math Team.
