I have a quick question since it looks like this could be useful for me: will there be
any executable utilities that could be used directly, or will this strictly be a
library-only package? (What I mean is, some libraries ship "demo" applications,
or executables that are just thin wrappers around the library—like libarchive's bsdtar
command for example—that could be used for accomplishing a task.) A bare-bones GTK app,
even one with just libexif-gtk's widgets, might be useful for me.

The source for libexif-gtk includes an example project (in the tests directory) that loads a GTK3 interface and displays a thumbnail of a JPEG image and its metadata.

Your email reminds me to package the example and resulting binary in the upload that will hit unstable after the package clears NEW.

You might also find upstream's gexif [1] program useful. It's not yet packaged for Debian, but I can look into it.
