To clarify, do you mean the comment that separates the first stanza
from the various Files stanzas?
I thought the machine-readable copyright format allows comments in the
same style as deb-src-control(5), although now that I look back at the
spec, it seems that it might not. Presumably the similar comment that
separates the Files stanzas from the standalone license stanzas should
also be removed, if that's your objection?
