Bug#1142545: RFP: speedtest-go -- CLI and Go API for testing internet speed using speedtest.net

It's a true RFP. Like the others in the speedtest-cli RM bug, I don't know Go packaging. If this RFP sat idle for a while I might try it out, but I hoped someone more knowledgeable could pick it up first, and in any case it should clearly be tracked as it's the replacement for a removed package.
