It seems that the correct way to package that would be to do a
libdb-ruby package, which build-depends on libdb-dev, and is updated
with a binNMU when libdb-dev is updated.

Would you take care of that? Care to do that inside the pkg-ruby-extras
team? Or you are just interested in someone (anyone) doing the work?
