I know you're clearly talking about write access, but Gens CVS is
available with read access at [1], so he should just take
git-cvsimport to it and publish the resulting git repository with his
changes applied. The command to do this is something like:

git-cvsimport -p -Z,3 -v -k -u
-d:pserver:anonym...@gens.cvs.sourceforge.net:/cvsroot/gens
