Anyone can add information (or opinions) to the bug. I think that if you (or anyone) think complete removal is appropriate, you should email the bug and add that. Alternately, you might prefer to leave it to the discretion of the maintainer. Personally, I believe that there is other offensive stuff in Debian and that it's difficult and arguably inappropriate to try to police it, because it will depend so much on the opinion of the maintainer of that package. However I think that those fortunes should definitely be moved into the -off package.
