I think that this will help to achieve the following:
- get some people involved in submitting bug reports who might otherwise
have difficulty with doing that. This will increase their participation in
debian and will hopefully encourage them to think about particpating more

- get some bugs reported in a better/faster way than they might otherwise
be.
If I may add:
- from this mediation standpoint, get a chance to both be able to see
what are the problems people have in submitting reports AND being
able to report them and design possible solutions
That is a good idea. It would be good to collate such information, though I
would never want to give people the impression that "all those scary debian
people will be laughing at your attempts to write a bug report". I think it
will be important to be sensitive to people's needs to not feel threatened. We
need to communicate that "there is no such thing as a dumb question" and also
that "the nice people who will help you with your bug report know exactly what
it is like to have no experience at this and they won't laugh at you or be rude
to you, etc".
I say all this from the viewpoint that when I started spotting bugs in debian
and realising that it would be a good idea to report those bugs, I was initially
much too unconfident to do so myself. I got a friend to report my bugs for me
for awhile. Then I got him to check over my bug reports for me, so I knew they
were OK and the maintainers wouldn't just laugh at me. Then I got more
confident with doing it myself. These days I have no hesitation in reporting
something I find, but it took me awhile to get there. It is my impression that
others are having or have had similar experiences.
