1.71: Change the number of release/ignore tags from 6 to 8 as a
follow-up to
insertion of lenny and lenny-ignore at r1.68. This change has
been reviewed
and approved by don.

1.69: * Document the addition of the lenny and lenny-ignore tags
* Clean up the documentation of the release specific/archival
tags to
indicate that other things may use them, like britney.
