Sync: Udate, remove obsolete info about old signining keys and
apt-check-sigs. Don't link directly to key file, since there is no
procedure
to update this page when the key filename changes (1.39)
Add closing </p> tag (1.40)

Remove the pre-sarge stuff (i.e. <if-stable-release release="woody">)
We should not accumulate too much cruft in here (1.42)
