Sync: Document the addition of the lenny and lenny-ignore tags.
Clean up the documentation of the release specific/archival tags to
indicate that other things may use them, like britney (1.69)
propogation => propagation (1.70)
Change the number of release/ignore tags from 6 to 8 as a follow-up to
insertion of lenny and lenny-ignore at r1.68. This change has been
reviewed
and approved by don (1.71)
