Log message:
* Make it more obvious where the bug reporting instructions are on
Bugs/index.wml
* Add an index to the server control commands in server-control.wml,
with some semblance of organization.
* Totally reorganize Reporting to emphasize using reportbug, and make
the pseudoheader instructions slightly clearer.
* Add targets to Reporting to allow inter-linking.
