Sync: Added volatile (1.67)
Split mirrors-from into *-upstream fields; implemented a wee bit of
JavaScript that helps people not type the same thing over and over
again;
also grayed out arch list when ALL is selected; all this new mumbojumbo
finally warranted a separate file, so added submit.inc (1.68)
