add armel mirrors
Since some mirrors may have armel inavedently, and will remove it when
they
notice it, I assumed for now that only mirrors that already have arm may
intend to carry armel, and scanned those to see which have it using
check_arch.pl.
Also some misc fixes noticed while looking at 200+ mirrors..
