Restored some basic sanity in these makefiles...
* Make.lang needs to be include'd before our special variables can be
used
* all and install don't need to be redefined to include the .inc
file, because it's already listed as a prerequisite for index.*.html
* en needs to be replaced with the LANGUAGE variable
* the .inc files definitely include untranslatable data so they need
to get built only if the language is en
All in all, one big - d'oh!
