Remove explanation for andrea, link to quinn-diff, testing
build-dependencies as a reason and link to buildd.net.
andrea is not being used since years, as build-dependencies are now
specified
in `debian/control' in the source package. quinn-diff's information
site
has been taken offline and the explanation and link to the software
ought
to be enough. Testing build-dependencies should be done through other
ways than setting up an autobuilder (i.e. by setting up sbuild, not
buildd).
buildd.net was always outdated for the official autobuilders.
