Mea culpa! The *.zh-cn.html pages failed to build...
Specify iconv options "-f UTF-8" and "-t UTF-8" explicitly,
otherwise it would fail to build on systems (e.g. www-master.debian.org)
on which UTF-8 is not the default encoding.
