from 1.25 back to 1.24, since the file says in
the headline it's constitution v1.4, so I'm
unsure if the file is up-to-date or not. Will

Log message:
Add mindelta="1" maxdelta="1" to wml::debian::translation-check to make
sure
we get a warning pointing at the original unless the translation is
up-to-date.
