Convert encoding into UTF-8
* Expected Behavior:
According to italian/.wmlrc,
charset of Generated HTML file should be UTF-8.
* Actual Behavior:
Despite that meta tag of the HTML file says that charset is UTF-8,
the file contains both UTF-8 and ISO-8859-1 encoded byte sequence.
tidy reports an error ("Warning: replacing invalid UTF-8 bytes").
* Cause of Actual Behavior:
Encoding of source wml files is ISO-8859-1.
* Approach:
Convert encoding of source WML files into UTF-8.
