Fix build problem: epilog file not found, cd in chinese/News/weekly
"WMLEPILOG = --epilog=$(STRIP_INITIAL_BLANK_LINE)"
was added to Make.lang earlier, but due to chdir
in News/weekly/Makefile, care must be taken to
make sure $(STRIP_INITIAL_BLANK_LINE) points to
the right path.
Problem solved by following the same hack that
koster used for $(FORMAT_ZH), the prolog.
