At first, you need fonts - you can find it, for example, in xfntbig package.

If you're using Netscape Navigator 4.x, then you may need to specify
View|Encoding to Japanese(Auto-Detect) to view Japanese web pages.

You may see via w3 in Emacs20 or XEmacs20 with Mule.

For lynx, you should run in kterm or other multibyte-available terminal
emulator, and set Option display (C)haracter set to Japanese(EUC).
