At first, you need fonts - you can find it, for example, in xfntbig package. If you're using Netscape Navigator 4.x, then you may need to specify View|Encoding to Japanese(Auto-Detect) to view Japanese web pages. You may see via w3 in Emacs20 or XEmacs20 with Mule.
