Hi. Now that I am no longer on my school's ethernet and have to use my winmodem, I can no longer use apt. I think that the www.debian.org/Packages/[un]stable/index.html file should have an "index by name" link similar to that on rpmfind.net. That is, instead of wasting the bandwidth of giving the entire allpackages.html, you could just have "all packages beginning with the letter a" or whatever. I found this method is easier when I was using RedHat over the summer.
