As Craig mentioned, this is no bug, at least not of Debian's web page. Netscape 4.72 does not quite support displaying Unicode characters yet. If you use Mozilla-M14, or (heaven forbids) Microsoft Internet Explorer, those characters come out perfectly, provided you have the appropriate fonts installed.
