No rule, but there is a convention. Quite a lot of people understand the all-caps is the surname. I see it quite often in Australia, but we're very close to Asia where you have the double problem that names can be back to front and where names are important. For example my applicants for the NM process from Asia I ask them to show the name that way, if it isn't already like that. Should we follow this convention?
