The very first thing, IMHO, would be to switch to "liquid" design, beginning with removing all <table> tags not used to show tabular data. If I have some spare time, which should not happen before next month, I'll begin to work on such changes. I don't know how content and presentation are separated in Debian's web site backend, nor how difficult such changes would be, but it is not something that can be done without preparing and discussing it first, and maybe changing both back and front ends.
