 There are several ways to accomplish this, all out of the scope of the
webteam, though:

 -) The package maintainers can add the homepage to the package
description and it will be turned into a link, too
 -) The package maintainers can add the homepage link to the
http://packages.qa.debian.org/<sourcepackagename> page. You can reach
this page also through the link at the end of the casual packages.d.o
pages.
 -) The dpkg team adds another control field for the upstream homepage
which can used for that

 So, bothering the package maintainers is the most straight-forward
solution for that.
