I'm not sure that this is wrong. Please note that the original English document mentions 11 o'clock CEST, UCT +0200, which is probably indeed 12 o'clock in the eastern Finland. Adding one hour timeshift should result in UTC+3. I didn't bumped the version header of finnish/News/2005/20050920.wml so that the translator needs to touch this file ...
